HomeMy WebLinkAboutMAIN ST W 225 04/23/2008rl 0 'h CiST �?Jo Community Development Department a - - City of Tustin 300 Centennial Way Tustin, CA 92780 714.573.3100 CERTIFICATE OF APPROPRIATENESS APRIL 23, 2008 225 WEST MAIN STREET WIRELESS FACILITY AT TUSTIN PRESBYTERIAN CHURCH PROPOSAL: The property is an existing church located in the Cultural Resources Overlay District. The . property is listed on the Tustin Historical Resources Survey (under the address 201 W. Main St.) as having been constructed in 1929 in the Spanish Gothic/Colonial style. The church has an "A" rating, which is the highest possible rating indicating buildings which are clearly historically and architecturally significant in the city. The proposed project is a new stealth, building -mounted wireless telecommunications facility consisting of six (6) panel antennas and one (1) microwave dish mounted and screened inside of the existing church bell tower. The project will also involve four (4) equipment cabinets mounted inside an existing room in the basement, a GPS antenna mounted on a condensing unit placed on the roof of the existing building, and placement of a receptacle for an emergency generator on the exterior of the building. The project was approved on December 13, 2007, as Design Review (DR) 07-017. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed work conforms to the Municipal Code and any applicable design standards in that the proposed project meets development standards of the zoning district and the Wireless Communication Facility Regulations and Guidelines of the Tustin City Code, and any exterior improvements will match the colors and materials of the existing building. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that the proposed facility is located behind an existing bell tower at an existing church, is adequately screened from public view, and incorporates design characteristics that minimize aesthetic intrusion to the surrounding community. C. The proposed work is harmonious with existing surroundings in that the proposed improvements are largely concealed within the existing church structures, the new condensing unit will be mounted on the roof at a location so not to be visible from the public right-of-way, and the new generator receptacle installed on the exterior will be painted to match the building and screened by landscaping; therefore, the proposed facility will not conflict with the architectural style of other surrounding structures. The proposed work is hereby approved, subject to the following conditions: 1. Prior to the start of any work, the applicant shall obtain a building permit and pay all applicable plan check and permit fees. 2. Any replacement or repair of any part of the existing structure shall match the existing exterior materials, finish, and colors of the existing structure. 3. All improvements shall be made as shown on the approved plans, on file with the Community Development Department, and subject to field verification prior to final permit approval and/or activation of the facility.
