HomeMy WebLinkAbout6TH ST W 415 11/22/20100 • Community Development Department CERTIFICATE OF APPROPRIATENESS NOVEMBER 22, 2010 415 W. 6 I STREET TUSTIN BUILDING OUR FUTURE HONORING OUR PAST The property is improved with a "B" rated residence in the Victorian Italianate style per the City of Tustin Historical Resources Survey (1990). 'The residence was moved to its current location from 640 W. 1St Street in 1990. The Survey notes that this is one of Tustin's very fine rare Italianate structures and there are less than 25 Italianate homes remaining in all of Orange County. The proposed work involves the installation of a roof mounted photovoltaic (PV) system. The system will consist of twelve (12) PV panels approximately 3' X 5' in dimension which are flush mounted with the roof slope. All panels will be located on the west facing portions of the existing roof which will minimize visibility of the panels from the street. Conduit will run down the west side of the house to the inverter box and be painted to match the existing surface. The inverter will be located near the existing electrical panel on the west side of the house. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed work conforms to the Municipal Code and any applicable design standards in that the proposed project meets zoning code and building code requirements. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that: the proposed photovoltaic panels would be located on the western portion of the two story roof in order to limit visibility from the public right-of-way. Furthermore the panels will be flush mounted to the roof with no slope differential. C. Prior to the start of any work, the applicant shall obtain a building permit and pay all applicable plan check and permit fees. 2. All conduit shall be painted to match the adjacent surface. 3. The features of the system include 12 PV panels (approximately 3'x5' each) on the west facing roof gables. Electrical conduit will be installed from the roof panel down a corner the house adjacent to a rain gutter to the electric meter panel area. An inverter, to convert direct current (DC) electricity from e panels into alternating current (AC) will be installed inside the basement or under the external electric panel. Electric savings is estimated to be 50% of the power currently provided to the property. Since the system will modify the electric supply system to the house, an electric permit will be needed. However, this view is the street frontage and would detract from the most important view of the home. The second most optimal location is on the west facing gables of the roof. This is more difficult to see from the street and is mostly naturally screened with other gables of the roof.
