HomeMy WebLinkAbout2ND ST W 465 01/09/2019CERTIFICATE OF APPROPRIATENESS JANUARY 9, 2019 465 WEST SECOND STREET PROPOSAL: The property is improved with an existing, single story Colonial Revival style single-family detached dwelling and detached two - car garage. The property is listed on the Tustin Historical Resources Survey and has a rating of "C in the 1990 Historical Resources Survey Report and "5B1" in the 2001-2002 Tustin Historical Resources Survey Update. The structure was originally constructed in 1895 and an addition was made to the front and rear of the original dwelling in 1920. In 2006, the two- story garage was removed and replaced with a new one-story, two -car garage with sewing area, and solar panels were installed in 2016. The proposed project is an 888 square foot interior remodel of the existing living space, which includes the living room, sunroom, kitchen, and bedroom #4 & bathroom. Seismic retrofits and repairs to the foundation are also part of the project. The existing laundry area will be relocated from the garage to the inside of the house in conjunction with the remodel and three (3) windows will be relocated and/or removed along the north, east and west elevations. The existing sunroom will be reconfigured and combined with the living room. No additional square footage is proposed and there are no significant changes to the exterior of the structure, with the exception of the windows. The construction of the proposed remodel and internal reconfiguration will be compatible with the existing residence in terms of exterior wall and roof materials and exterior color. In accordance with Ordinance No. 1001, adopted on June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. The Community Development Department finds and determines as follows: A. The proposed project conforms to the Municipal Code and any applicable design standards in that the proposed project meets zoning code requirements and the interior remodel and window changes will not change the exterior colors and materials of the existing residence. No additional square footage will be added to the dwelling. B. The proposed project does not adversely affect the character of the District or Designated Cultural Resources within the District in that the proposed Certificate of Appropriateness 465 W. Second Street January 9, 2019 project includes an interior remodel and reconfiguration of the existing residential footprint. The minor windows changes proposed will maintain the character of the District. C. The proposed project is harmonious with existing surroundings in that the interior remodel and reconfiguration will be consistent in terms of materials and colors, and will not conflict with the architectural style of other surrounding structures. The proposed work is hereby approved, subject to the following conditions: 1. Prior to the start of any work, the applicant shall obtain a building permit and pay all applicable plan check and permit fees. 2. Any changes to the exterior, including additions, modifications, or repair of any part of the existing structure shall match the existing exterior materials, finish, and colors of the existing structure. 3. Prior to project final and occupancy, field inspection shall be conducted to verify consistency with the approved set of plans. Elizabeth A.
