CITY OF TUSTIN'S COUNCIL CHAMBER— 300 CENTENNIAL WAY, TUSTIN) CALL TO ORDER: Elizabeth A. Binsack, Director of Community Development INVOCATION/PLEDGE OF ALLEGIANCE: Rhodes ROLL CALL: Brough, Moore, Parker, Rhodes, Verdi PUBLIC CONCERNS: At this time, any member of the public may address the Building Board of Appeals on matters, which are not on this agenda, provided the matter is within the subject matter jurisdiction of the Building Board of Appeals. CONSENT CALENDAR: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion without discussion. Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the Recording Secretary. 1. APPROVAL OF MINUTES — MARCH 5, 2019 RECOMMENDATION: That the Board approve the Minutes of the March 5, 2019 Building Board of Appeals meeting, as provided. 2. BUILDING BOARD OF APPEALS (THE BOARD) RULES AND PROCEDURES On March 5, 2019, the Board was seated and assumed responsibility for hearing and deciding appeals of orders, decisions or determinations made by the City of Tustin's Building Official relative to the application and interpretation of the California Building Standards Code. Sections 113 of the California Building Code and 203 of the Uniform Housing Code as adopted by Tustin City Code authorizes the Board to adopt rules and procedures for conducting its business. RECOMMENDATION: That the Board adopt Resolution No. 0001, approving Tustin Building Board of Appeals Rules and Procedures for conducting business. Agenda—Building Board of Appeals—Page 1 PUBLIC HEARING: None. REGULAR BUSINESS: 3. TRAINING ON FINDINGS IN DECISION-MAKING The Board has been established to hear and decide appeals of orders, decisions or determinations made by the Tustin Building Official relative to the application and interpretation of the California Building Standards Code and/or the Uniform Housing Code. The agenda report will provide the Board with a brief explanation of the types of appeals typically filed for the Board's consideration and will identify the process of creating a permanent record of the Board's decision-making considerations through the preparation and adoption of findings. BOARD TRAINING - EXAMPLES OF CASES POTENTIALLY CONSIDERED BY A BUILDING BOARD OF APPEALS A PowerPoint presentation will be presented to the Board to describe some examples of cases and the complexities presented to a Board when considering an appeal.
