The property is listed on the City of Tustin Historic Resources Survey and the main residence was constructed in 1914 in the Craftsman Bungalow architectural style. The site is developed with a one-story, single-family residence and a two -car garage. The home is listed in the 1990 and 2003 Historic Resources Survey Reports and has an NRHP Status Code of 561 (Locally significant both individually and as a contributor to a district that is locally listed, designated, determined eligible or appears eligible through survey evaluation) in the 2003 Historical Resources Survey (Survey) and a 'B" rating in the 1990 Survey. Pursuant to Tustin City Code (TCC) Section 9252, a Certificate of Appropriateness is required subject to specific findings. According to the 2003 survey report, the house is significant due to its association with early Tustin residents and for its architectural style, specifically as an individually designed Craftsman Bungalow. In addition, the original integrity has been maintained. The single storied building features a "wide shed -style dormer, centered with a multi -paned window and louvered vents, accents the front facade louvered vents and other character defining features are all intact." The project includes the placement of new driveway gate at the west side of the existing single-family home. The driveway gate is located approximately eighty (80) feet from the front property line. The height of the gate is 6-9". The gate is constructed with a tubular steel frame designed to replicate the dormer window on the north elevation (front) of the house and horizontal redwood boards finished with stain and varnish to match the original front entrance door to the house. In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City Council, the Community Development Director has the authority to approve, approve with conditions, or deny Certificates of Appropriateness for improvements requiring a City building permit for property located within a Cultural Resource District. 300 Centennial Way, Tustin, CA 92780 0 P: (714) 573-3100 • F: (714) 573-3113 0 www.tustinca.org Certificate of Appropriateness 330 West Main Street June 26, 2019 The Community Development Department finds and determines as follows: A. The proposed improvements conform to the Municipal Code and applicable design standards in that the proposed project meets the Zoning Code, Building Code, and CRD Residential Design Guidelines requirements (Permit Application #BR -2019-00215). The CRD Residential Design Guidelines state that a fence should complement the style and material of the house. The driveway gate is constructed of redwood and is stained to match the color of the original front door, the horizontal redwood boards are similar in size to the medium -width horizontal wood siding on the main structure and the tubular steel frame is designed to reflect the framing of the dormer window above the front entrance. B. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that driveway gates are permitted in the R-1 Cultural Resources District. In accordance with TCC Section 9271(i)(1)(a), the driveway gate is not located within the front yard setback, is set back approximately eighty (80) feet from the front property line, and measures less than 6'8" in height. C. The proposed work is harmonious with existing surroundings in that the driveway gate reflects the details of the Craftsman Bungalow residence on the site and is appropriate for the style of the house.
